- The Union government is planning to set up 14 Innovation Universities.
- The unique institutions would set benchmarks in academics and research which would be comparable to the best in the world in the context of problems of hunger, water, poverty and diseases through cutting edge science and technology.
- There would be emphasis on arts and social sciences as well. The Innovation Universities would be innovative in their governance, in their financial structure, in their academic and research structure, in their content and in every other way.
 
- The government was working on the concept of having Navratna Universities or an Indian Ivy League to meet the challenge of making higher education developmental, individually-centred, environmentally sound, and all-inclusive. Govt. intends to nurture these select universities, like the public sector Navratnas, by generous financial support, freedom in accessing external funding and total autonomy so as to free them from the shackles of government control.
